Fact Crescendo Cambodia began verifying the claimed image by running a reverse-image search which leads us to find out the truth as below.
The image was credited to sftourguy, a Tripadvisor tour guide who shared the image on his Instagram on January 27 along with a caption saying the image was photoshopped.
The Instagram user also said the image shows California Street where people can enjoy the view of the hill, cable cars, Chinatown, the Financial District, and the Bay Bridge as well.

Actually, the social media user added the image is a composition made by Tristan Zhou who said the image is a composite of two images which both were shot in San Francisco, CA.

By running reverse-image search, it is understandable that one part of the composited image is a view of the California Street. The street is an attractive to tourism.
